Moscow Looks Forward to Being Home to 116-Story Skyscraper, World's Tallest

MOSCOW, March 30. Moscow expects to have the tallest building in the world. Plans for the building, part of the proposed 'Moscow-City' project, were discussed at a press conference here by Vladimir Resin, the first deputy mayor of Moscow, who is responsible for architecture, construction, development and reconstruction in the city. The skyscraper will be 116 stories and 640 meters high, he said, a Rosbalt correspondent reported.

Resin said he was in New York City recently as part of delegation of builders and had acquainted himself with New York's knowledge of skyscraper construction. He noted that such buildings are not ends in themselves but responses to needs. 'We have no more land available in the city to build on,' the deputy mayor asserted. 'Muscovites live in conditions 2.5 to 3 times worse than the residents of any city in Europe. We have no new lots, so we have to go up.' Resin said the average Muscovite has a total of 23 square meters of living space. 'These 23 meters include five-story and old buildings that must be torn down as well as buildings that need remodeling,' he emphasized. All this is why the city has to build tall buildings, he said. He noted that the city-government-approved 'New Ring' plan calls for the construction in the near future of 60 buildings of 35 or more stories each.

Resin noted that tall buildings could become terrorist targets. He said he is convinced that this danger 'cannot stop the flow of life.' 'Life goes forward, and we have to fight terrorism,' Resin insisted. 'Terrorism cannot stop the development of science, technology, construction and improvements in living standards.'

The deputy mayor noted that, at present, 'the city's construction industry is not yet ready to build such special buildings.' First, it is necessary to create a basis of standards, construction rules and regulations along with appropriate mechanisms and then we will build for the ages,' Resin said.
